The designs being discussed are jets where the hydrogen is burned instead of kerosene in jet engines. No fuel cells involved in that pathway and the water from combustion comes out the jet engine as vapor.

For electric turboprops powered by fuel cells, dynamic reballasting is indeed possible but adds yet another mechanical system with its failure conditions. As always with hydrogen, complexity is layered upon complexity and civil aviation certification is an n*n safety process.
