Sure. Biodiesel with hybrid battery drive trains will double or triple the fuel cost of shipping, but not make it completely unaffordable. It will change the economics to favor local processing and manufacturing a bit more, but most non-bulks will still be shipping.

Shipping will decrease before rising again, but it won't go away.
