I've published extensively about the US DOE's bad hydrogen strategy — wrong department, wrong assumptions, wrong focus — and the US DOT's transportation blueprint — aspirational in parts but weak.

I doubt that submitting something to the DOE from outside of the country will make them any more likely to see reality.
