It's part of their strategic short-sightedness.

Four million coal cars a year are going away, as are 70,000 oil cars. Their demand is diminishing while they are poorly maintaining twice the tracks per ton today, and fighting high-efficiency electrification. They'll be losing container shipment to electric trucks.

Eventually they might have to be nationalized in order to preserve the value proposition. Hard to say.
