That's like asking if waste heat from coal generation gets counted too. The point is, it's waste heat. There's one nuclear plant in the world where a small portion of its waste heat gets used for district heating as far as I know, and even then the heat travels 30 km and hence degrades rapidly.

Waste heat is waste heat.
