As a note, I've spoken with the city manager and staff on this, and the new mayor has asked a couple of councillors to dig into this with a skeptical eye. The guidance they have been getting from CUTRIC is incredibly suspect as CUTRIC is baking numbers in favor of hydrogen and has clear conflicts of interest.
